When did this start? If it was just recently, make sure she is not in heat! If this is an ongoing problem, You will need to step in and be there pack leader in a big way. This is not something you want continueing for one more second of course. There is really so much more info needed to really get a grip on the situation you are in but I will try my best with the info we have. Without the backround info I can not attempt to guess why she is doing that.. maybe you show favor to one of them or he is just downright annoying to her, who knows. However what matters is that you do not allow her to continue. Take them on pack walks together on a daily basis. Treat them both equally! Do not allow one to walk ahead of the other or either to walk ahead of you. Only the pack leader has the right to choose who will fight and who wont so take back being in charge
Do not permit her to bully him or show her dominance over him, you will need to correct her at the first look or sign of this. In the beginning this will take a bit of work on your part to be constantly on your game and correcting her constantly but once she knows your not backing down, she wont try it anymore. But important important is the pack walks daily with them together to increase pack bonding.
